TCT administrative formation consist the TCT Board of Directors and the TCT Management. The TCT Board of Directors is not yet established. As a result policies by which TCT operates come from MINEDUC and TCT affiliations. TCT management consist of the office of the Principal, four administrative units, and three main academic departments lead by a Dean of Academic Programmes, and managed by three Heads of Departments, each for one department. From these units of Administration and Support Partner Staff (JICA), TCT constituted a Management Committee by which it runs the college in terms of day-to-day implementation of policies and operation of the school.

The four administrative units are Academic Services Unit, Administration and Human Resources Unit, Finance unit, and Students Support Services Unit. The three main academic departments are Alternative Energy Department, Electronics and Telecommunications Department and Information technology Department.
