THE THIRD JCC MEETING HELD IN KIGALI.
A meeting of Joint Coordinating Committee (JCC)
for the Project for
Strengthening the Capacity of Tumba College of Technology (TCT) was
held on 4 August 2011 from 9:00-12:00 at Ministry of Education
(MINEDUC) 4th floor.
The 3rd JCC meeting aim as usual was to evaluate the progress
and achievements of TCT supported by JICA TCT Project.
In his opening and welcoming speech,
Director of Work force Development Authority (WDA) reminded
the objective of the meeting: “to see how the government of
Rwanda and our counterpart from Japan would continue to strengthen
the relationships and also to try to analyze some of the challenges
and reasons of cooperation then be able to see the way forward and
what can be done”. He acknowledged the achievements of TCT and
suggested the duplication of those activities in other parts of the country.
Project situation was presented by the chief advisor of
the Project who, after project outline explained also planned
activities during the remaining project duration.
In questions and answers, attendees turned around, among others, on:
• Qualification framework: On the market jobs advertisements
target mainly A0 or A2 holders; A1 is not well recognized. To address this issue
the collective approach should be used in between MIFOTRA, PSF, WDA and other
stakeholders. Considering the importance of the issue, a separate related forum
should be organized, recommended the vice Principal of IPRC Kigali.
• Industrial attachment: To solve the issue of lack of
industrial attachment places, the Director of employment in PSF recommended a
harmonization of that program, which will facilitate industries from EAC
countries to accommodate students from Rwanda including TCT. Academic progression
from A1 to A0: A1 graduates face problem of acceptance from different institutions
when it’s about furthering their studies to A0 level. Universities should set up
clearly requirements for admission of A1 students.
• Employability issue: Director General of Labor and
Employment in MIFOTRA raised a problem of unemploybility as well as the one
of students who graduate but embrace a field far away different from what they
learnt. To address the issue, mind set change in combination of many other
things, incubation center set up should be strengthened said principal of TCT.
Now WDA is planning to install 5 incubation centers in 5 IPRC to tackle
the issue of employability. Etc.
After the speech of JICA Resident Representative in Rwanda
Mr. Kobayashi who appreciated the cooperation of all stakeholders, permanent
Secretary of MINEDUC Sharon HABA appreciated the excellent relationship between
JICA and TCT and recognized that what is being done is what they expect from it.
In the closing remark DG of WDA thanked all participants for their contribution.
